In Louisiana 2017, Slidell had an ordinance restricting panhandlers which included a license fee to panhandle. A federal court found that violated First Amendment protections when the ACLU filed suit on behalf of three people. Research panhandling laws and a person will find that basic panhandling laws have been ruled unlawful. Certainly some restrictions can be placed on the activity, i.e. not on the street or blocking traffic, aggressive panhandling like following and continuing to request donations once turned down and certainly grasping a person. In those cases there are other laws that exist for those situations.
