Blaine Garrard, 24, stands amongst the rubble of what used to be Sno Biz, the snow cone shack that had been in Columbus since the early 1990s. Garrard remembers buying snow cones on hot summer days every year since he was a child. In October, city officials confirmed a 13,000 square foot building will be constructed at the site, near the intersection of Old Aberdeen Road and 18th Avenue.
